…nts across import() The lexer treated only "/*!" and "//!" comments as legal. esbuild also keeps a comment that contains the word "@license" or "@preserve". Bun stripped those, so a bundled package that carries its license in a "@license" banner lost it. Parsing "import(" cleared the lexer's pending legal comments after it collected the comments inside the parentheses, which it then dropped. A legal comment that was still waiting for the next statement boundary was lost with them. The interior comments were never used, so the collection and the preserve_all_comments_before flag are removed. Related: #9795, #8727

react, react-dom, lodash and immutable start with a "@license" comment. The bundled output now keeps it, so the generated positions and the file size in npm/ReactSSR move, and the bytecode portability snapshot changes for every library build. The new hashes are the same on linux x64 and on the aarch64 lanes that reported them, so the encoder output is still platform independent. Only the source that goes in changed.
`bun build --legal-comments=<mode>` and `Bun.build({ legalComments })` set
where the comments that start with `/*!` or `//!` go. `inline` keeps them in
the code and stays the default. `none` removes them. `eof` moves them to the
end of each output file. `linked` and `external` write them to
`<output file>.LEGAL.txt`, and `linked` ends the output file with a comment
that names that file. This is esbuild's `--legal-comments`
(oven-sh#8727, oven-sh#9795). The docs listed it as not supported and
the linker had two TODO markers for it.
In the three modes that move the comments, a text that several files repeat
is kept once per output file, and the comments of a file under node_modules
are listed under the path of that file in its package. The printer takes the
comments out of the code and returns them with it, so a comment in code that
tree shaking removes is removed too. The linker puts them back when it joins
a chunk. CSS chunks work the same way for the `/*!` comments at the start of
a stylesheet. `bun build --no-bundle` has `none`, `inline` and `eof`.
`linked` and `external` need `--outdir` on the CLI and are an error with
`compile`, `--no-bundle` and `--app`.
A legal comment of several lines no longer keeps the indentation it had in
the source. The printer gives each line the indentation of the output, so a
comment inside a function was indented twice.
Seven of the thirteen tests ported from esbuild for this option now run. The
other six stay todo: they need `@license` and `@preserve` to be legal
comments (oven-sh#41013), legal comments anywhere in a stylesheet, or
escaped closing tags in every output.

`bun build --legal-comments=<mode>` and `Bun.build({ legalComments })` set
where the comments that start with `/*!` or `//!` go. `inline` keeps them in
the code and stays the default. `none` removes them. `eof` moves them to the
end of each output file. `linked` and `external` write them to
`<output file>.LEGAL.txt`, and `linked` ends the output file with a comment
that names that file. This is esbuild's `--legal-comments`
(oven-sh#8727, oven-sh#9795). The docs listed it as not supported and
the linker had two TODO markers for it.
