Purpose
Enable dependabot to submit PRs to update workflow actions to the latest version.
Most of this file is copied from https://docs.github.com/en/code-security/dependabot/working-with-dependabot/keeping-your-actions-up-to-date-with-dependabot#example-dependabotyml-file-for-github-actions, but I also added a labels parameter to try to get dependabot to submit the PRs for this with the right label.
