In @.github/scripts/cancel-stale-e2e-runs.sh:
- Line 82: Update the jq filter in the stale E2E run cancellation logic so
CANCEL_ALL still requires an exact match against PR_NUMBER in each run’s
pull_requests list, in addition to the existing repository, branch, and workflow
criteria. Pass PR_NUMBER into jq and preserve the non-CANCEL_ALL head_sha
condition.
In @.github/workflows/e2e-cancel-on-pr-close.yml:
- Line 42: Pin the complete-stale-e2e-gates action reference in the
pull_request_target workflow to a reviewed, immutable full commit SHA instead of
the mutable main branch, preserving the existing action and token configuration.
- Line 34: Update the workflow by adding a single guard job that uses
pull-requests: read to query the live pull request state and expose whether
closed == true; make both cancel-in-flight-runs and dismiss-orphan-gates depend
on that output and run only when the guard confirms the PR remains closed,
before either cleanup operation executes.

Pin complete-stale-e2e-gates to a reviewed full commit SHA.
This pull_request_target job passes MERGE_QUEUE_TOKEN to the mutable main action. A compromised upstream revision could exfiltrate the token or alter check results.

Two of three findings verified as real and fixed, one skipped: Line 82 (cancel-stale-e2e-runs.sh) — valid, fixed. CANCEL_ALL drops the "differs from HEAD_SHA" scoping, leaving repo+branch as the only match criteria for which runs to cancel. Not sufficient on its own if a branch name is ever reused across PRs (delete-and-recreate, or a stale run surviving a prior close/reopen cycle). Now also requires an exact match against Line 34 (e2e-cancel-on-pr-close.yml) — valid, fixed. Added a Line 42 (pin to commit SHA) — skipped. Checked the rest of the repo first: Pushed as 4d860a7. Nothing previously stopped e2e work once a PR was no longer around to need it. cancel-stale-e2e-runs.sh only cancels runs on obsolete SHAs (by design, for the synchronize path) and explicitly skips the current head SHA, so a merged/closed PR's in-flight full-install runs kept running to completion for no reason, and any in_progress invalidate- e2e-gates placeholder checks on that SHA were left permanently unresolved -- nothing left to trigger the existing after-native-success cleanup path once the PR is gone. Adds a new pull_request_target: closed handler that: - Cancels every in-flight full-install run for the PR (new CANCEL_ALL mode on cancel-stale-e2e-runs.sh, including the current head SHA -- there's no newer push to defer to once the PR is closed) - Dismisses any remaining in_progress e2e-*-gate orphan checks via the existing complete-stale-e2e-gates composite action's after-native-success: false path, reused as-is from osac-test-infra No changes needed in osac-test-infra: the composite action already supports exactly this unconditional-dismiss mode.
Two of three findings verified as real, one skipped with reason: - cancel-stale-e2e-runs.sh: CANCEL_ALL dropped the "differs from HEAD_SHA" scoping, leaving repo+branch as the only match criteria -- not enough if a branch name is ever reused across PRs (delete and recreate, or a stale run from a prior close/reopen). Now also requires an exact PR_NUMBER match against each run's pull_requests list when CANCEL_ALL is set; verified locally against mock run data that this correctly excludes a same-branch run belonging to a different PR number, and leaves the non-CANCEL_ALL path unaffected. - e2e-cancel-on-pr-close.yml: added a guard job (pull-requests: read) that re-checks live PR state before either cleanup job runs, in case a queued/delayed pull_request_target run fires after the PR was reopened. Both existing jobs now depend on it. - Skipped: pinning complete-stale-e2e-gates@main to a commit SHA. Four other already-merged files in this repo (e2e-cancel-stale-runs-on-push.yml and all three e2e-*-full-install.yml) reference this exact same action unpinned at @main -- this is an established repo-wide convention, not something this PR introduced. Pinning only this new caller would be inconsistent without a broader decision to pin all of them.

Summary
Found while diagnosing why PR #550's e2e gate checks stayed
BLOCKEDfor hours despite the real gate job succeeding: aninvalidate-e2e-gatesAPI placeholder (in_progress, unlock-time) was left permanently unresolved because nothing triggers cleanup unless a new push happens.complete-stale-e2e-gates(osac-test-infra #542, already merged) fixed the general case by running follow-up cleanup jobs right after each native gate job — but nothing handles the case where a PR closes (merged or not) while work is still in flight or an orphan is still sittingin_progress. That's a separate gap from #542, not a duplicate of it.This adds a

No application or public API behavior changes. The change affects CI cleanup only. A reopened pull request is protected from delayed cleanup runs.
Risk classification
risk:ship — The change is limited to CI automation. It uses exact pull request matching, checks the current pull request state, and uses scoped permissions. It does not affect production runtime behavior, data, authentication, or public APIs.
The change is close to risk:show because it changes visible CI behavior. It does not qualify because the impact is limited to pull request cleanup.
