Summary

  • Fold fulfillment-service/.claude/rules/protobuf-conventions.md into AGENTS.md instead of keeping it as a standalone component-scoped rule file. Line-by-line cross-check against AGENTS.md showed almost all of it was redundant (SERVICE_SUFFIX note already verbatim there, correct buf lint invocation already documented there — including exactly the fix CodeRabbit's review requested for this file's stale line — and the docs/API.md pointer duplicating a path AGENTS.md's own "Where to Find Information" table already provides directly). The one non-duplicated sentence (Kubernetes API conventions citation) is now in AGENTS.md's existing "API Design Guidelines" section.
  • Fix fulfillment-service/internal/cmd/cli/.claude/rules/cli-ux.md's stale "Existing Verbs" list: add scale/tenant (real registered commands missing from this copy) and remove lookup (never a real top-level command in either copy — it's an internal name-resolution helper consumed by scale/get/describe; verified directly against root_cmd.go's AddCommand calls and a real built-binary --help run, not just inference). Also added a "CLI design guidelines" entry to AGENTS.md's "Where to Find Information" table, since nothing previously pointed there — unlike protobuf-conventions.md, this file's content is not duplicated elsewhere (verified against the rest of fulfillment-service's .claude/ surface too, including .claude/settings.json).
  • Fix fulfillment-service/.claude/settings.json's two Claude Code hooks, which had two independent bugs, both found by actually simulating the hooks end-to-end (piping realistic Claude Code stdin payloads through the exact extracted command strings) rather than just eyeballing the JSON:
    1. Both hooks invoked bare buf lint — the same staleness bug as the deleted doc, except executable: reproduced it failing with Failure: plugin "bin/buf-plugin-osac-lint" failed: fork/exec ...: no such file or directory on a fresh checkout. Fixed to uv run dev.py lint proto, which builds the plugin first.
    2. The gh pr create gate's git-diff empty-check was over-escaped (test -z \"$(git diff --name-only)\" decodes to a literal test -z '""' at runtime — a 2-character string, never empty), so it always failed regardless of whether gofmt actually changed anything. Fixed the escaping to match every other quoted variable reference in the file; verified both the pass case (clean tree) and fail case (an uncommitted gofmt-needing change) by directly reproducing each with bash -x tracing.

Jira

OSAC-4006

Part of a three-repo reconciliation of osac-workspace's non-skill .claude/ content. Related PRs: osac-ai-skills#5, osac-workspace#211, osac-workspace#212 (depends on this PR merging first — retires the workspace copies of the two files this PR just superseded).

Test plan

  • gofmt -s -w . && git diff --exit-code — clean
  • buf generate && git diff --exit-code — clean (no proto files touched)
  • go build ./... — passes
  • ginkgo run -r internal — ran to completion on every suite executed (Database, DAO, Database migrations, controllers, and more — 100% pass, zero failures) before being intentionally stopped partway through, since this change touches only Markdown/JSON docs+config with zero Go/proto impact
  • scale/tenant/lookup verified directly against root_cmd.go's AddCommand calls and a real built CLI's --help output — not just diffed against the old copy
  • Relative Markdown links (docs/API.md, internal/cmd/cli/.claude/rules/cli-ux.md) verified to resolve
  • Both .claude/settings.json hooks verified end-to-end by extracting the live command string and piping realistic PostToolUse/PreToolUse JSON payloads through it: .proto edit → lint+generate (exit 0), go.mod edit → go mod tidy (exit 0), unrelated file/command → no-op (exit 0), git commit command → lint proto (exit 0), gh pr create on a clean tree → gate passes through to ginkgo (exit 0), gh pr create with a genuine uncommitted gofmt-needing change → gate correctly blocks (exit 1)
  • Pre-commit hooks (trim whitespace, JSON validity, secret detection, etc.) pass
  • Pre-flight performance + security review: both PASS, no findings

Review history

  • CodeRabbit flagged protobuf-conventions.md's buf lint line as stale (missing the dev.py lint proto wrapper that builds bin/buf-plugin-osac-lint first) — confirmed valid, but rather than patch the stale line, cross-checked the whole file against AGENTS.md and found it almost entirely redundant. Deleted it and folded the one unique sentence into AGENTS.md instead (dd93a7c).
  • While re-verifying cli-ux.md's pointer for conflicts against the rest of fulfillment-service's .claude/ surface, found the same bare-buf-lint staleness bug live in .claude/settings.json's hooks — fixed (ce86bf1).
  • Asked to actually validate the settings.json hook changes (not just the underlying command in isolation) — simulating the hooks end-to-end surfaced a second, independent pre-existing bug (over-escaped quoting breaking the gh pr create gate's diff check) — fixed and both branches verified (e53879b).
  • fullsend-ai-review flagged this as a protected-path change under .claude/ requiring mandatory human approval — expected; fulfillment-service/OWNERS approval is already required per the openshift-ci bot status.

This PR description was drafted with AI assistance (create-pr v0.1.3). Review for accuracy

…scope, sync cli-ux verb list

Add .claude/rules/protobuf-conventions.md at fulfillment-service scope
(was workspace-only in osac-workspace despite being fulfillment-service-
specific content) as a short pointer to AGENTS.md's API Design
Guidelines and docs/API.md, rather than a restatement.

Fix cli-ux.md's stale/inaccurate verb list and path qualifier:
- Add the missing scale/tenant verbs (both real internal/cmd/cli/
subcommands, already present in osac-workspace's soon-to-be-retired
  copy).
- Remove lookup, which was wrong in *both* copies -- verified against
root_cmd.go's actual AddCommand calls and a real `--help` run:
lookup.Find() is an internal helper consumed by scale/get/describe,
  never a registered top-level command.
- Correct the intro line's path qualifier to a bare internal/cmd/cli/,
appropriate for a file that already lives inside fulfillment-service.

Summary

  • Add fulfillment-service/.claude/rules/protobuf-conventions.md (component-scoped) — this content was previously workspace-only in osac-workspace despite being fulfillment-service-specific. Kept intentionally short: a pointer to AGENTS.md's existing "API Design Guidelines" section and docs/API.md, not a restatement.

Walkthrough

The pull request updates fulfillment-service guidance. It documents protobuf conventions and workflows, clarifies the OSAC CLI location, and replaces the documented lookup command with scale.

Changes

Protobuf conventions
fulfillment-service/.claude/rules/protobuf-conventions.md
Adds API references, Kubernetes convention guidance, and the required buf lint, buf generate, and buf.yaml workflow.

Estimated code review effort: 1 (Trivial) | ~2 minutes

Mergeability Score: 🔵 Low · up to e064b

The PR only relocates and corrects documentation, with reported build and CLI checks passing. A minor documentation gap remains because the protobuf guidance does not point to the repository lint workflow, so maintainers may miss the intended validation command; this is a bounded follow-up risk.

Findings

Medium

  • [protected-path] fulfillment-service/.claude/settings.json, fulfillment-service/AGENTS.md, fulfillment-service/internal/cmd/cli/.claude/rules/cli-ux.md — This PR modifies files under protected paths (.claude/ and AGENTS.md). The PR links to Jira OSAC-4006 and the description explains the rationale for each change. Human approval is always required for protected-path changes, regardless of context.

Low

  • [hook-behavior-change] fulfillment-service/.claude/settings.json:9 — Replacing buf lint with uv run dev.py lint proto in the PostToolUse hook is functionally correct — dev.py lint proto builds the custom buf-plugin-osac-lint plugin first. This is a strictness improvement.

  • [escaped-quoting-change] fulfillment-service/.claude/settings.json:20 — The quoting fix in the PreToolUse gh pr create hook is correct. The old over-escaped test -z \\\"$(git diff --name-only)\\\" produced literal backslash-quote characters, causing test -z to always see a non-empty string and block all PR creation. The new test -z \"$(git diff --name-only)\" is correct JSON-to-shell escaping.

Findings

Medium

  • [protected-path] fulfillment-service/.claude/settings.json, fulfillment-service/AGENTS.md, fulfillment-service/internal/cmd/cli/.claude/rules/cli-ux.md — All three changed files fall under protected paths (.claude/ and AGENTS.md). The PR provides clear context via the Jira reference (OSAC-4006) and a thorough description of each change, but human approval is always required for governance and infrastructure file changes regardless of justification.

  • [internal-consistency] fulfillment-service/AGENTS.md — The hooks in .claude/settings.json now use uv run dev.py lint proto instead of bare buf lint, but AGENTS.md still shows buf lint as a runnable command in the quick-reference code block (~line 65), the Linting and Code Generation section (~line 100), and the CRITICAL note (~line 115). Notably, the Automated Hooks section (~line 202) already correctly references uv run dev.py lint proto, creating an internal inconsistency within the same file. Consider updating the remaining bare buf lint references so developers on a fresh checkout aren't led to a broken invocation.

Low

  • [documentation-accuracy] fulfillment-service/internal/cmd/cli/.claude/rules/cli-ux.md:12 — The verb list removes lookup and adds scale/tenant. Verified against root_cmd.go: lookup is not registered as a subcommand (package exists at internal/cmd/cli/lookup/ but has no AddCommand call), while both scale and tenant are imported and registered. The update is accurate.

Findings

Medium

  • [protected-path] fulfillment-service/.claude/rules/protobuf-conventions.md — Both changed files reside under .claude/, a governance-protected path. Modified protected files: fulfillment-service/.claude/rules/protobuf-conventions.md (added), fulfillment-service/internal/cmd/cli/.claude/rules/cli-ux.md (modified). The PR links to OSAC-4006 and provides clear rationale (relocating protobuf-conventions from workspace scope, syncing stale CLI verb list). Human approval is always required for protected-path changes, regardless of context.

… pointer

Review follow-up: fulfillment-service/.claude/rules/protobuf-conventions.md
turned out to be almost entirely redundant with AGENTS.md once cross-checked
line by line -- its buf-lint reminder was stale (AGENTS.md already documents
the correct `uv run dev.py lint proto` invocation, which is what CodeRabbit's
review flagged this file for missing), its SERVICE_SUFFIX note was already
verbatim in AGENTS.md, and its AGENTS.md/docs/API.md pointer duplicated a path
this repo's own "Where to Find Information" table already provides directly.
The one non-duplicated sentence (OSAC's protobuf conventions being adapted
from the Kubernetes API conventions doc) is folded into AGENTS.md's existing
"API Design Guidelines" section instead of keeping a second, driftable copy.

cli-ux.md is the opposite case -- it holds real, non-duplicated CLI design
guidance -- but was missing from AGENTS.md's "Where to Find Information"
table entirely, so nothing pointed an agent at it. Added that entry.

…ings.json

While checking fulfillment-service's broader .claude/ surface for conflicts
with the cli-ux.md AGENTS.md pointer, found both Claude Code hooks in
.claude/settings.json invoke bare `buf lint` -- the same staleness bug
CodeRabbit caught in docs (dd93a7c), except here it's an executable
automation that actually breaks:

  $ buf lint
  Failure: plugin "bin/buf-plugin-osac-lint" failed: fork/exec
bin/buf-plugin-osac-lint: no such file or directory

buf.yaml's OSAC_OBJECT_SHAPE lint rule requires bin/buf-plugin-osac-lint,
which only `uv run dev.py lint proto` builds first. Both hooks (auto-lint
after editing a .proto file, and the git-commit/gh-pr-create pre-flight gate)
would fail on a fresh checkout, or any time the plugin binary is stale/absent.
Swapped both to `uv run dev.py lint proto`, matching AGENTS.md, the
pre-commit config, and every other correct reference to this command.
Verified: `uv run dev.py lint proto` now exits 0.

…son PR-create gate

While actually simulating the settings.json hooks end-to-end (piping realistic
Claude Code stdin payloads through the exact extracted command strings,
per review feedback -- the prior commit had only tested the underlying
`uv run dev.py lint proto` command in isolation, not the hook script itself),
found the gh-pr-create branch's git-diff empty-check was broken independently
of the buf-lint issue:

  test -z \"$(git diff --name-only)\"

decodes (after JSON unescaping) to a literal backslash+quote around the
substitution, i.e. `test -z '""'` at runtime -- a 2-character string, never
empty, so this check always fails regardless of whether gofmt actually
changed anything:

  $ bash -x -c 'test -z \"$(git diff --name-only)\"'
  + test -z '""'
(exit 1, always, even on a clean tree)

Fixed to single-escaped `\"..\"`, matching every other quoted variable
reference in this same file. Verified end-to-end by extracting the live
command from settings.json and piping realistic PostToolUse/PreToolUse JSON
payloads through it: .proto edit -> lint+generate (exit 0), go.mod edit ->
go mod tidy (exit 0), unrelated file/command -> no-op (exit 0), git-commit
command -> lint proto (exit 0), gh-pr-create command on a clean tree -> gate
passes and proceeds to ginkgo (verified via bash -x trace reaching that
point, not run to completion given repo-wide test runtime).

This comment was marked as outdated.

AGENTS.md's quick-reference block, Linting and Code Generation section,
and two proto-change reminders still told readers to run bare `buf lint`,
which fails without first building bin/buf-plugin-osac-lint (the same
staleness bug already fixed in .claude/settings.json's hooks and the
now-deleted protobuf-conventions.md). The Automated Hooks section already
correctly referenced `uv run dev.py lint proto`, so these were an internal
inconsistency within the same file. Point all four at the working command.

@fullsend-ai-review, confirmed and fixed in b797c1b. AGENTS.md had four more bare buf lint references (the quick-reference block, the Linting and Code Generation section, and two proto-change reminders further down) that were inconsistent with the Automated Hooks section's already-correct uv run dev.py lint proto — the same staleness bug already fixed in .claude/settings.json's hooks and the deleted protobuf-conventions.md. All four now point at the working command.

On the second finding (cli-ux.md:12, verb list accuracy): thanks for independently re-verifying against root_cmd.go — no action needed there, that's a confirmation the fix is correct, not a flagged issue.

Thanks for confirming — the strictness improvement was the intent (the old bare buf lint silently failed without bin/buf-plugin-osac-lint built first).

[low] escaped-quoting-change

The quoting fix in the PreToolUse gh pr create hook is correct. The old over-escaped version produced literal backslash-quote characters, causing test -z to always see a non-empty string. The new escaping is correct for JSON-embedded shell.
