Add ARM64 binaries to GitHub Releases

Feature description

I'm using git-cliff on CI and have tests on CI for all arches, so missing git-cliff binaries for the arches breaks mise install. 😞

Desired solution

Please release ARM64 binaries (linux/macos/windows).

Alternatives considered

I can create separate jobs in workflow to work around this issue by avoid mise install on some arches but this will make workflow less general and require hardcoding actual tools needed to run tests on the arch and then maintain it.
