This PR introduces a new optional timeout parameter for instance principal authentication:
OCI_INSTANCE_PRINCIPAL_TIMEOUTfor centralized config providersinstancePrincipalTimeoutfor resource providersThe default value is 5 seconds. Only integer values are accepted.
