The create_database function omitted the host=$server component which resulted in the create_database always running on localhost.

Allows for the string in create_database to have substitutions

This finally allowed me to connect to a remote database on install! A lingering issue that I do not know how to address is that the webworkWrite user host is always set to localhost which doesn't make sense if I'm trying to use a remote database.
