What?

Use uct_ib_iface_is_reachable_v2 for rc_gda and cover it with test_uct_iface.is_reachable.

Why?

rc_gda always reported reachable, so unreachable RoCE peers were selected and failed later in ibv_create_ah.

How?

Wire the shared IB reachability callback and instantiate the existing gtest for rc_gda.

Looks like this PR caused regression on a multi port setup (BIA)
I'm getting no route to 172.30.1.6 from spx_p1n1 when trying to establish connection of gda lanes between multiple process.
With UCX_IB_ROCE_REACHABILITY_MODE=all test pass.

*Problem is not always reproduced... I tried to repro it again but I couldn't
