This PR adds
shell: bashtodefaults: runof "terraform-run-local" job.Even though we have specified
defaults: run: shell: bashat the top-level, this is unset ifdefaults: run:is re-defined at the job-level. As a result, addingshell: bashensures consistency with expectation of the default command shell.
