We need to sign tokens in a few different ways so allow the clients to choose what they want to do.
My preference would be to return a key from the function but that fails lint.

Currently KAS and the other services will need to access to DPoP key in different ways. This will allow us
to create a standard DPoP JWT for use with the other services so that we can implement this:
