templates: Remove eastus Azure region temporarily #6903

We hit the quota on this region which should be unlikely, removing it will allow us to track down potential other sources of assignment to eastus.

We'd had this way back, but removed it in c55f530 (templates: Remove eastus Azure region temporarily, 2020-01-29, openshift#6903). I'd tried to restore it as eastus1, which didn't work, 76e0b5a (core-services/prow/02_config: Drop eastus1 from Azure, 2020-12-11, openshift#14282). I'm adding it back, but this time spelling it right.
We hit the quota on this region which should be unlikely, removing
