This reverts commit e8921c3, #3204.

I would like to tell you that I have received an update from the internal team that we have resolved the issue and I would like to confirm that between 9:28 AM and 12:52 PM PDT we experienced increased API error rates and launch failures in a single Availability Zone in the US-EAST-1 Region. Existing instances were not affected. The issue has been resolved and the service is operating normally.
