Remove RHEL 8.6 references and use unversioned names for images until we
have figured out how we will support RHCOS 9.

Yes, I agree with having unversioned images for now.

But, it won't be long before we do need to do versioning. The current proposals call for e.g. rhel-coreos-8 in the release image (but not rhel-coreos-8-6).
