Move Serverless Operator jobs to be claim based

As per title. All presubmit jobs on serverless-operator main will hereby run on claim based clusters.

• ci/rehearse/periodic-ci-openshift-knative-serverless-operator-main-4.8-upgrade-tests-aws-ocp-48-continuous failed due to login issues. We see that occasionally on 4.8 clusters in general. Not hive related.
• ci/rehearse/periodic-ci-openshift-knative-serverless-operator-main-4.6-upgrade-tests-aws-ocp-46-continuous had a single dropped request in upgrade testing. Not hive related.
• ci/rehearse/openshift-knative/serverless-operator/main/4.7-operator-e2e-aws-ocp-47 and ci/rehearse/periodic-ci-openshift-knative-serverless-operator-main-4.7-e2e-aws-ocp-47-continuous had an alert at the end. Already being looked at and not hive related.
