I've split the release note about the Operator API into #26309 since it was a bit more involved.
The commented-out link is pending QE review of #26272.Also discussed with @lbarbeevargas moving the note about the Metering Operator from the "Operators" section to a new "Metering" section:

I've also renamed the "Operators" section to "Operator lifecycle" going forward in release notes to be more clear.
