Bug 1946624: Fix CI

[dulek]

This commit disables repo_gpgcheck for Google Cloud SDK repo in CI and
makes sure the Dockerfile uses 2.x versions of Python libraries instead
of using the Python-3-only ones.

@dulek It looks like the gpg ignore is needed any longer for the Google Cloud SDK. I've also updated the dockerfile in another PR as well as fixed the build issue in Travis. See #12324

I can move forward with my PR if you want to close this one. We'll still need the fix for the e2e tests but this should get the ansible image building again.
