This PR adds functionality which will sync ConfigMaps and Secrets from openshift-config namespace to openshift-etcd. The result will be etcd TLS resources available for etcd-quorum-guard to consume. Signed-off-by: Sam Batschelet <sbatsche@redhat.com>
