[OCPCLOUD-1381] Add IAM permissions required for AWS Placement Group enhancement

To enable the changes in openshift/machine-api-provider-aws#16, we need these new permissions within the credentials request.

This has been manually tested and allows the MAPA PR to function as expected

Looking at the last 5 failures, they all fail in the same way with "API should remain functional during upgrade", I'm pretty confident that this PR hasn't caused that issue as there are no errors within the CCO ecosystem and that wouldn't cause an issue like that anyway
