We need to bring this repo in line with the latest upstream changes for the 1.31 rebase. The upstream is still at 1.30, but that shouldn't be a problem. The latest tools are a prerequisite for the openshift/api#1983 bump.
note: I have tried to pick all the new commits since the last rebase #14. I have added the
UPSTREAM: <carry>:prefix to all of them for easier next rebase.
