This PR switches to using the machine.openshift.io/v1beta1 group and types.

Additionally it:

  • vendors from https://github.com/openshift/cluster-api (branch release-4.0)
  • renames the existing provider to cloudprovider/openshiftmachineapi
  • changes the provider name to "openshift-machine-api"
  • changes the annotation keys from "sigs.k8s.io" to "machine.openshift.io"
  • updates the e2e tests to use the new group and types

The openshift-autoscaler-operator will need to be updated to pickup the provider name change.
