This build downgrades podman - 1.6.3-1.el8 → 1.4.2-5.module+el8.1.0+4240+893c1ab8. This seems to be causing MCD to desync during e2e-upgrade.

Is this change intended?

This has encryption/FIPS fixes; in particular, we now no
longer require a TPM2 by default on bare metal.

Note that while RHCOS has a 4.4 build, it's really almost the
same as 4.3 right now, so I simplified things and just used the
actual 4.3 builds to match the 4.3 branch.

We'll swap to RHCOS 4.4 when it's really 4.4.

Hmm, perhaps. I'm happy enough that it's just installing. I can work on killing flakes outside of this PR, which is why I'd started looking at e2e-metal before it went from flakes to non-functional :-)
