Like afa003f (Populate 4.5.z into candidate-4.6 and fast-4.6, 2020-11-05, openshift#526), but for 4.7. Also backfill a few 4.6.z into candidate-4.7, because we don't want releases in fast-4.7 that aren't in candidate-4.7.
