Please merge as soon as https://errata.devel.redhat.com/advisory/66865 is shipped live OR if a Cincinnati-first release is approved.

This should provide adequate soak time for candidate channel PR #582

This PR will also enable upgrades from 4.5.23 to releases in fast-4.6
