Update Github workflows to 3.1.0

Description

This PR updates Github workflows to 3.1.0.

Ideally the version increment automation should include these in the autocut PRs for version increments. atm I'm not sure why the version increment automation is not updating these instances.

We applied #1463 on the 2.x branch, but main did not seem to keep the change

The workflows were modified to fix an issue change the version in this repo to 3.0.0.0-alpha1: #2190
