Description

Adds a workflow to open issues in the documentation-website repo when the "needs-documentation" label is added.

The dashboards build is failing for the CI since the 2.x branch of Dashboards it's building against is on 2.2 now where this branch hasn't updated to that yet. The version upgrade will be handled in the separate PR. That failure can be disregarded here.
