@DarshitChanpura Addressed all comments. See the screenshot below for what it looks like with this initial commit. Keep in mind this is the initial seed and there would be follow-ups to this to setup Github workflows, expands on tests and wire in the history portion. For the history portion I will resurrect opensearch-project/job-scheduler#823 which was essentially completed when it was closed.

Description
This PR is the initial commit to add code from https://github.com/cwperks/dashboards-job-scheduler to the repo under opensearch-project.
The plugin now links job history by both job index name and job ID, using query params that match the companion Job Scheduler history API:
GET /_plugins/_job_scheduler/api/historyGET /_plugins/_job_scheduler/api/history?job_index_name=<job_index_name>&job_id=<job_id>Note: This plugin is still under active development with some features dependent on APIs that need to be added in job-scheduler repo: opensearch-project/job-scheduler#937
There should also be some additional work to make the authorization of job-scheduler APIs similar to authorization of security APIs, but for that to take place there needs to be a new marker on RestHandler to mark APIs as Sensitive. Similar to Sensitive settings introduced in this Core PR there needs to be a marker for Rest APIs that security can hook into to authorize like security role-based API authorization rather than by transport action name.
Similarly, the job scheduler dashboards menu should only show if the logged in user has access to security APIs (similar logic to how security-dashboards-plugin renders).
