Revert "Add Target object for external data source support on Monitor and Alert (#916)"
This reverts commit eba8e70. The original PR was merged during code freeze and broke 3 downstream plugins due to the Monitor constructor signature change. The changes will be moved to a feature branch for OASIS development work and merged back to main af
ter the freeze.
