[Pull-based Ingestion] use ConfigurationUtil for KafkaSourceConfig

Description

• Inspired by the ConfigurationUtil in the ingest package, introduce a ConfigurationUtil to the common util (and later can consolidate with the one in ingest package).

• used this configurationUtil for configuration parsing in KafkaSourceConfig
