Release 2

That's the second release of xRIT Demodulator / Decoder pack. It's still in testing phase, but for all matters it works. Both are configurable through cfg files that are created upon the first run. It was tested for both GOES-13 LRIT and GOES-16 HRIT.

Windows build compiled with VS2015 for better performance.

This has some fixes for memory leaks from 1.0.1.
