Solution: Drop support for represent-canada-csv-proxy and run everything through scrapers-ca.

Noting that represent-canada-csv-proxy already says "If this repository requires maintenance, it should be merged into scrapers-ca instead."

Brought this issue as far as I can. All non-campaign-sets are now in scrapers-ca. The remaining two are of too low data quality and completeness to put into Represent as non-campaign-sets.
