This PR intends to supplement https://github.com/openethereum/openethereum/pull/11644

We dont know if current bootnodes will be enough for a healthy network so in order to mitigate that risk, we are prepared to scale up with 2 more nodes.

These machines are currently down but IPs are ready and enode keys too.
