Removing the 'waiting on testeng' label as we now have the proper infrastructure to make the needed gemfile changes. Note that an additional change was needed on #3462 in order for the right gems to be used; you will want to rebase. |

Thanks, @benpatterson! I've rebased from andya/source-maps as suggested. I'll wait on @andy-armstrong's signal to merge this into his branch or into master once https://github.com/edx/edx-platform/pull/3462 is merged in. |

Building off of updating to Sass 3.3+, we can now update our version of Neat to the most current (which required 3.3+).
