Explicitly declare tags in dog stats increment calls - #3249

@dianakhuang I'm pretty sure this is how we need ot specify the .increment calls - should fix the metric we're not seeing on datadog. heads up to @cpennington |

The default course mode for dogwood is audit, but it doesn't provide free attestations for the course, so it's not what we want to do at FUN. Maybe some docs will be incohrent with the enrollment => the default mode is HONOR. Closes openedx#3249
