Update UBCPI to 0.6.3

This update fixes a critical issue causing UBCPI failed to render. ubc/ubcpi#133

@jleong-openedx The current edx-org release had to be rolled back for other reasons unrelated to this fix. Unfortunately we don't know the cause yet - so we had to roll back to the site's state on Friday. We're investigating and hope to have this fix included again in a release tomorrow.
