Review: Dependabot OTel SDK bump 1.39.0 -> 1.43.0

Low-risk dependency update. All upgraded packages (otel, otel/metric, otel/sdk, otel/trace) are indirect dependencies in kube-rbac-proxy/go.mod, so there is no direct API surface impact on the proxy code.

Key observations:

1. No source code changes -- only go.mod and go.sum updated.
2. OTel exporters (otlptrace, otlptracegrpc) remain at 1.34.0. This is compatible -- OTel maintains backward compatibility within the 1.x line, and these exporters have no hard minimum on sdk 1.43.0.
3. Transitive bump: golang.org/x/sys 0.40.0 -> 0.42.0, also low risk.
4. Notable upstream fixes included in this range:
   • Race condition fix in sdk/metric lastvalue aggregation (#8056)
   • HTTP response body limit (4 MiB) in OTLP HTTP exporters to prevent memory abuse (#8108)
   • TraceIDRatio sampler fix for spec compliance (#8027)
