[DATA CATALOG] Add filter in Catalog to filter out Stale entities.

Stale data entities are entities that hasn't been updated for a configurable common period of time.

At the time of writing there is no filter in Catalog view to filter out stale entities. The only way to get the information about the state of an entity is to look for orange icon on the UI or get this information via API.

We propose to add a new facet filter in Catalog to filter out staled data entities or choose only staled entities in the result set.
