docs(agents): document docs-site blog workflow and posts:fetch command

What

Updates AGENTS.md with the docs-site workflows and commands introduced by the recently merged #113 (fix(docs): re-fetch Notra posts on every build; wire webhook trigger), which were not previously documented for agents.

Changes

• Adds a Docs Site section covering:
  • The fumadocs app at apps/fumadocs, whose blog posts are pulled from Notra and baked into the static build.
  • The fact that build caching is disabled (apps/fumadocs/turbo.json) so every rebuild re-fetches posts.
  • The bun run posts:fetch command for fetching posts without a full build.
  • The .github/workflows/blog-schedule.yml refresh workflow — its triggers (daily schedule, workflow_dispatch, repository_dispatch notra-published) and the VERCEL_DEPLOY_HOOK_URL secret it depends on.
• Adds a bullet pointing to .github/workflows/blog-schedule.yml under CI and Publishing.

Grounding

Every claim is grounded in repo files: apps/fumadocs/package.json (posts:fetch, build), apps/fumadocs/turbo.json ("cache": false), and .github/workflows/blog-schedule.yml (triggers + secret). No unrelated sections or auto-generated files were touched.
