In referendum cancelling and killing tests via root XCMs. This commit also adds `cancel/kill` calls with a signed origin, which are meant to fail, and records the `system::ExtrinsicFailed` events in the snapshots.

This PR adds general notes to
README.mdabout currently existing E2E tests.#63 and #115 did not add events generated by XCM-initiated calls to their tests' snapshots.
This PR also fixes that.
It also renames some tests and respective snapshot files.
