Add changelog entry for version bump of otlptranslator - suffixes are now deduplicated

With this bump, we fix the problem where duplicated suffixes were appearing otel-collector metrics

I am not sure, because of the bump there is a behavioral change for the end-user.

Since we noted the regression in the previous patch release notes, it would be good to include the fix in this releases notes as well
