OTLP 1.7.0 was shipped a couple weeks ago: https://github.com/open-telemetry/opentelemetry-proto/releases/tag/v1.7.0
And the pdata upgrade was shipped to the collector a few hours ago: open-telemetry/opentelemetry-collector#13075
This PR upgrades the collector/pdata to generate data using the latest pdata.
