Implement writable storage to store the aggregation results for measurements, and used to generate the metrics as required.
This is mentioned as "In Memory State" in the specs (https://github.com/open-telemetry/opentelemetry-specification/blob/main/specification/metrics/sdk.md#pull-metric-exporter).
