Followup to #655 by codifying deprecation process in our schema modeling rules.
Updates the opencensus deprecation to indicate the first version the type/property is deprecated, rather than the date.
Related to #647, but records the "until 2.0.0" information as an unstructured comment so there's more improvement to be made here.
