Added gettext support with CMake instead of custom shell scripts using the GettextTranslate CMake module provided by [jarro2783](https://github.com/jarro2783/CMake-Gettext).
The destination of generated locales can now be specified at build time
Instead of a dump copy GettextTranslate is now referenced as git submodule

Removed cumberstone shell scripts for i18n support and replaced them with CMake files. Updated appropriate README.mds. New build argument LOCALE_INSTALL_DIR to specify the LC_MESSAGES installation directory.
