Recover the verbose and artifacts saving utility in test framework

Description

• The verbose and artifacts saving utility in Qnn test framework are introduced introduced in
  [QNN-EP] Enable verbose and artifacts saving in onnxruntime_provider_test.exe microsoft/onnxruntime#26396
• The PR recovers these utilities with public API.

Motivation and Context

• To avoid relying on private ORT Core headers/libraries, Download ORT Core as ExternalProject and Reconstruct Qnn Test Framework #23 reconstructed the QNN Test Framework using only ORT’s public headers and libraries.
• To keep the scope of Download ORT Core as ExternalProject and Reconstruct Qnn Test Framework #23 manageable, these utilities were temporarily disabled and are now being recovered with the necessary updates.
