[bug] The entire chat UI disappears on new chat creation for a second

Describe the bug

May be related to #2851, but when a new chat is created, the empty state + the chat input element just disappears for a second.

Also, any text or selection that was included in the initial chat input gets removed. Ideally the user should be able to bring that along to the new message.
