A command buffer should fail if finalize is called multiple times on the same command buffer. This matches openCL behaviour.
urCommandBufferFinalizeExp will return UR_RESULT_ERROR_INVALID_OPERATION if the command buffer has already been finalized.
Don't need extra flag for IsInitialized if checking if cudaGraphExec is no longer its initial value of nullptr.
