What changed

• Add UNDERSTANDING-REVIEW.md as the canonical review contract.
• Add a default PR template with the author claim card: intended model, prediction, likely failure, evidence, and remaining uncertainty.
• Add a pull_request_target workflow that maintains one reviewer-prompt comment on every PR.
• Link the practice from the maintenance runbook.

Design

The workflow is advisory, not a merge gate. It uses pull_request_target only for GitHub API comments; it does not check out PR branches, run PR code, parse untrusted files, or use an AI understanding grader. The author explanation and reviewer reconstruction remain separate so the latter is an active-recall step.

Validation

• Workflow YAML parses successfully.
• Embedded GitHub Script parses successfully.
• PR template required sections checked.
• npm run build passes.
• npm test passes: 7 tests.
• git diff --check passes.

The workflow will become active for subsequent PRs once this change is merged into main.
