[new release] tcpip (6.0.0)

OCaml TCP/IP networking stack, used in MirageOS

CHANGES:

• Dual IPv4 and IPv6 socket and direct stack support, now requires
  mirage-stack 2.2.0 and mirage-protocols 5.0.0 (move Tcpip_stack_socket to Tcpip_stack_socket.V4, provide Tcpip_stack_socket.V6; also dual direct stack and fixes mirage/mirage-tcpip#433 @hannesm)
• The above change also unified arguments passed to connect functions which
  are API-breaking changes
• IPv6 waits for timeout after sending neighbour advertisement (for duplicate
  address detection)
• Remove Xen cross-compilation runes, with mirage-xen 6.0.0 they're provided
  by mirage-xen (remove xen cross-compilation runes mirage/mirage-tcpip#434 @hannesm)
• Move to dune 2.7.0 (and bisect instrumentation if desired) (Migrate to dune 2.7 and add bisect runes mirage/mirage-tcpip#436 @hannesm)

looking at the errors:

• most are resolution failed
• git-mirage 2.1.2/2.1.3 lead to The distribution does not compile on CentOS 7 and Oracle Linux 7 mirage/hacl#46 on centos failed: evercrypt_targetconfig.h: missing binary operator before token "("
• git-mirage fails on arm32 failed: Integer literal exceeds the range of representable integers of type int) (/cc @dinosaure)
• ubuntu 20.10 has a test failure for tcpip 6.0.0 -- looking into the output I cannot observe the actual failure -- eventually we should reopen Transient failures in the tests mirage/mirage-tcpip#435 ? in the above commits, I restricted the test runner of tcpip 6.0.0 to a single job which lead to fewer test failures

--> it looks good to be merged to me, please let me know if not (and what I should improve to get this merged). thanks.

Fixed with the possible next release of ocaml-git 👍 (via mirage/ocaml-git#395 and mirage/duff#8)
