The service provider of an Administration Directory must require mTLS. Qualified certificates from Qualified Trusted Service Providers (like PKIoverheid) should be trusted. The service may also have a certificate policy that allows for other types of certificates (e.g. self-signed certificates) provided that -through policy- a sufficient level of trust in these certificates can be established.
