The script bumps salary cycle and members in fellowship.
For both cases algorithm is pretty clear:

  1. Check if the action may be made (for bumping memebers or bumping salary cycle)
  2. Make the transaction

For bumping member the utility_batchAll transaction will be created if a few members should be bumped.

Remark:
I don't see a place where retry api call function is needed.
